EU Machinery Directive

Definition:
The EU Machinery Directive (Directive 2006/42/EC) is a legislative framework issued by the European Union that sets requirements for the design, construction, and conformity of machinery placed on the EU market. It is a legal framework focused on ensuring machinery does not pose safety risks, particularly to operators and maintenance personnel.

The EU Machinery Directive is not a functional safety standard as defined per IEC 61511-1.  However, overlap exists, and this can confuse engineers. For example, a risk assessment is always performed on a machine, which may have documents like a risk matrix, similar to a 61511-1 program.  Additionally, components used in machinery safety—such as safety PLCs, STO-enabled VFDs, and instruments—may be SIL certified. 

SIL Safe fully supports the use of SIL related components for other industries!  The IEC 61508 process is exceptional at creating high quality and reliable components.  Keep in mind that SIL ratings can be used for various programs. 

Note that confusingly the EU Machinery Directive and the US regulations define machine differently.  EU’s definition of “machine” is broader than the U.S.  In a way, the EU’s more conservative.

Note that in June 2023, the EU revised their directive and it is now Regulation (EU) 2023/1230 on machinery.

Example:
A manufacturer designs a hydraulic press to be sold in the EU. To meet the EU Machinery Directive, they must assess risks, implement safety interlocks and emergency stops, document compliance, and affix the CE mark. If the control system includes safety-rated PLCs or sensors, they may be validated using ISO 13849-1 or IEC 62061.  These items may be SIL rated depending on the risk assessment.
