Definition:
A Product Safety Manual is a manufacturer supplied document that defines the functional safety capabilities, proper use conditions, limitations, proof test procedures, and installation requirements for a device intended for use in a Safety Instrumented System (SIS).
It often will not be called by this formal name. It may simply be the “manual” or “functional safety manual” or may just be a functional safety section in a larger manual.

- Required for devices certified under IEC 61508.
- The manual and the SIL certificate are the two most important documents.
- Specifies how to properly install, operate, and maintain the device to achieve the advertised SIL rating.
- Often includes proof test intervals, diagnostic coverage, safe failure fraction, types of testing, and environmental ratings.
- Always created by the manufacturer and reviewed by the certification body.
Example:
A safety-rated solenoid valve’s Product Safety Manual states that it must be proof tested every 12 months and installed in a clean, dry environment to maintain its SIL 2 capability. This manual is often included with the item physically in the box and generally available on the supplier’s website.
