GOST R is Russia’s national standard designation. GOST is an acronym for gosudarstvenny standart, literally state standard, and the R marks it as the Russian Federation’s own rather than an interstate standard shared with the other former Soviet republics. The two that matter for a safety instrumented system (SIS) are GOST R IEC 61508 and GOST R IEC 61511, adopted word for word from the IEC originals.
The standards come from Rosstandart, which writes them and represents Russia at the IEC. That is the whole of its job. Rosstandart is not a Notified Body, not an authority having jurisdiction, and not a regulator, and it inspects nothing. Enforcement on a hazardous facility belongs to Rostechnadzor, and GOST R standards themselves are voluntary.

Example
A hazard and risk assessment (H&RA) on a Russian refinery unit lands a high-pressure trip at SIL 2, and the verification math behind that number is identical to what you would run in Texas. The project still has to show Rostechnadzor an emergency shutdown design that satisfies the federal explosion-safety rules for that block’s hazard category, and every instrument and final element in the loop still needs its own EAC Ex certificate.
